What causes it

What to do before the plumber arrives
- Close the shutoff valve on the wall behind the toilet, turning clockwise
- If the valve is stuck, lift the tank lid and push the flapper down by hand to stop the refill
- Do not flush again to see if it clears; that is how an overflow becomes a flood
- Contain and clean up standing water if it is safe to do so
- If a second bathroom is also backing up, treat it as a main line problem and stop all water use

The supply valve is closed, or the flapper is held shut, and the tank is prevented from refilling.
Determine whether it is local or main line
If other fixtures are also backing up, the problem is the main line rather than the toilet, and the diagnosis changes entirely.
Clear or repair
A toilet auger clears trap blockages. Running toilets get flapper, fill valve, or flush valve replacement.
Pull the toilet where needed
Base leaks and stubborn blockages require removing the toilet, which also allows inspection of the flange and subfloor condition.
Reset and test
A new wax ring is installed, the toilet is reset level and secured without overtightening, and multiple flush cycles are tested.

Why is water pooling around the base of my toilet?
Most often a failed wax ring, which means every flush is putting a small amount of waste water onto the subfloor. Sometimes it is a cracked flange letting the toilet rock, or condensation on the tank in humid weather. The first two need prompt attention because subfloor damage is cumulative and expensive.
How much water does a running toilet waste?
A continuously running toilet can waste 200 gallons a day, and it is the most common cause of a water bill that jumps with no explanation. The fix is usually a flapper costing a few dollars. If you have an unexplained bill increase, dye-test every toilet before doing anything else.
Can I plunge a toilet that is full to the rim?
Bail some water out first so plunging does not push it over the edge, then use a flange plunger, not a flat sink plunger, and work with steady pressure rather than violent thrusts. If two or three attempts do not move it, a toilet auger is the next step, and repeated plunging just risks an overflow.
Is a rocking toilet a real problem?
Yes. Movement breaks the wax ring seal, which puts water on the subfloor with every flush, and the rocking is often itself a symptom of a flange that has already failed or a subfloor that has already softened. It is a small repair now and a floor replacement later.
